Inorganic Resource Recycling and Integrated Management Plan

Taiwan annually generates over 19 million tons of inorganic recycled materials, including eight major categories like fly ash slag, furnace slag, and waste clean water sludge. After processing, these materials match the quality of natural aggregates and are widely used in construction projects. Effective utilization of these resources requires consideration of their characteristics and suitability for construction, and the development of appropriate overall management strategies and implementation plans. This not only aids in the rational allocation and effective recycling of inorganic resources but also ensures their optimal use and application. Additionally, this year's work summary includes the following: 1. From January to September of the 112th year, the production of 59 items across eight categories of inorganic resources in Taiwan showed a decreasing trend. The estimated demand for recycled inorganic materials in construction projects is about 26.05 million tons. The proportion of these materials used in construction increased compared to last year. Competitive monitoring highlighted two inorganic resources needing special attention: oxidized slag in CLSM and asphalt planings in asphalt concrete, suggesting their broader application in various construction projects. 2. The European Union emphasizes extended producer responsibility, considering the ease of product recycling from the design stage. To increase the use of recycled inorganic materials, besides enhancing incentives, it's crucial to ensure the materials meet construction requirements. Four major areas for improvement were identified from case studies: enhancing producer responsibility, promoting inter-departmental cooperation, advancing innovation in technology, and setting clearer recycling or reuse targets. 3. An inventory of inorganic resource output and recycled material demand across Taiwan's 22 counties and cities led to the division of regional recycling systems into four areas: Northern, Central, Yunlin-Chiayi-Tainan, and Kaohsiung-Pingtung. The plan aims to foster regional cooperation, collectively manage local inorganic resources, balance supply and demand, and increase the use of inorganic materials converted into recycled aggregates. 4. Regarding the resource recycling promotion fee, an assessment and integration of related systems have been conducted, along with an inventory of major inorganic resources, market, and applications, proposing future planning directions. Measures applied in construction projects both domestically and abroad were collected, with a focus on managing major waste materials like concrete and bricks, suggesting onsite classification as a future management direction. The Resource Recycling Bureau was assisted in completing five major strategies and methods for promoting inorganic resource plans, as well as two major strategies and methods for future planning of final disposal.
